Question: Carburetor For SRM 1501

The carburetor for this unit is a Zama C1U-K9-A. It takes Zama rebuild kit RB-21 and Zama gasket and diaphragm kit GND-18.
I have an ECHO weedeater, model SRM 1501. The two needle valves were tightened by my son and I have no idea where to re-position them to get the engine started. When I try random settings, I can't get the engine to turn over. What is the approximate number of turns I should start with in order to get the engine running? How do I tell which needle valve controls slow and fast idle?

The needle closest to the engine is the LOW speed (idle). Turn 1 1/2 turns out. The needle beside it is the HIGH speed needle. Lightly seat, then turn 1 1/2 turns out. If engine doesn't accelerate right or stalls, after the 1 1/2 out on the L needle, open it another 1/8 to 1/4 turn.
