Sometimes manufactures will update parts for some of the machines. This may have happened in your case. In answer to either installing the 530071517 Repair kit, versus installing the new 530071629 carburetor. If you want to save some time, the new carburetor will take less time installing on your machine, than installing the repair kit and cleaning the existing carburetor.

The Poulan 545103903 Fuel Tank Assembly, does include the fuel lines, fuel filter and fuel cap.

Does it ship already wound up like in pic? That would make installing it alot easier...but how do you get it to stay like that?

(2) There are 2 sleeves on the engine drive shaft between the blower assembly and the engine. One of the sleeves is around 3" or so long while the other, which fits over this 3" long sleeve, is only around one inch long. I cannot locate this on your parts diagram of this unit. Please advise.

Your machine has an "EPA" carburetor. Starting in 1997 The EPA placed requirements on how clean small engines are required to burn. As part of this restriction the carburetors are set at the factory. The carb then either has the adjustment ports capped or they use special adjustment screws so that the carb can only be adjusted by a tech trained in compliance with the EPA directives. The manufacture offers the special carb adjustment tools their authorized repair shops but not to the general public. The manufacture is liable to ensure that the equipment they sell complies with the EPA directive and therefore will typically not offer the adjustment tools for sale to the general public. I cannot believe that my fuel lines are 24 years old, or that the EaterofWeeds is that age...its nearly as new, but still no compression, IMO.
I'll try the pro route, a screw in gage. The finger also works but is not noted for accuracy.
And , IMO, its a good/excellent quality unit, even if its "featherlite".
I took apart the carburetor of my first blower (the one I spoke of in my last post) and found the screen covered in gray sediment. It was so covered I could not see the screen. It has a new fuel filter in the tank, but has had this happen several times before. Any suggestions as to where the sediment is coming from?
