Hello Joanne, Thank you for your inquiry. If you are referring to the pressure regulator, it is designed to rock when the pressure reaches 15 pounds. Check your steam gauge and make sure the pressure is getting up to 15 pounds, and if the regulator is still not rocking, then it may not be seated on the vent pipe correctly and need to be replaced.
