This is because carbon brushes are wear items, meaning that through friction and use they will gradually wear away until they need replacing. Worn brushes are a common causes of intermittent motor function, reduced electric braking and reduced motor power. A worn-out brush will often be worn down near to the wire lead and can be cracked, pitted, or burned. When replacing carbon brushes, be sure to inspect your armature for burns, cracks, or other damage which can indicate larger motor problems. Used with the 4000 Variable-Speeds Rotary Tool shown below.

So, I used a screwdriver to remove the caps that cover the springs and brushes on both sides. I then removed the old springs and brushes, and used a q tip and some rubbing alcohol to clean inside the cavity. I then installed the new set of springs and brushes, paying attention to the curvature of the end of the brush so that it matched the surface that it will be in contact with. Then I replaced the caps compressing the spring as I screwed the cap down flush with the surface of the Dremel body. Then I ran the tool at top speed for 5-8 minutes without a load to allow the new brushes to properly seat themselves. Now it runs like new again. Success! For under $10, not bad

The Dremel would not start. After watching a YouTube video which explained the guide lever wasn't pressing the power in, I checked, and it was bent, so replacing it fixed it.

Specifically
1. Remove power cord from wall
2. Unscrewed the two flathead screws securing the brushes inside
3. Pulled brushes from each side
4. Removed the 5 or 6 T15 TORX screws
5. Removed collar on drive shaft and hanging bracket from the rear
6. Took top off and notated which wires went where.
7. Removed the two brush holders and replaced with new ones
8. Reassembled and tested
