I removed the wing screw from the handle by hack sawing through the old wing knob. Then plied off the plastic from the carriage bolt, and installed the new handle wing knob securely clockwise. I figured the carriage screw threads had probably smoothed over after repeated removal in the past. The wing knob wouldn't allow me to unscrew the bolt. That is why I needed the hack saw.

Ordered the exact replaceny parts...inserted the threaded carriage bolt through 2 pieces of lawnmower handles..lined up the bolt and screwed the threaded handle on. Tightened handle hand tight only.
