Had 2 Toro snow blowers in the shop the same month with B&S engines, plastic carbs and same issue. A good thorough cleaning, new seat/needle and bowl gasket did the trick. Make sure ALL the small fuel/air holes are cleaned including main jet. Plenty of great You Tube videos on that. Potential problem if carb is over tightened when re-installing could lead to throttle shaft binding. Move the throttle shaft & governor spring to make sure it doesn't bind every-so-often when tightening carb. If possible check for proper RPM before replacing bottom shroud. Specs vary a bit depending on your model.

Most important, always use fresh gas/oil mix; drain & run dry for summer storage. Start the new season with fresh gas/oil mix too. Difficulty of repair will vary. Take it slow.

Snow blower is a Toro 20 year old 2-cycle. It was leaking fuel from the carburetor and hard-to-start. I replaced the spark plug, fuel filter, fuel lines, primer bulb, and primer vacuum line. I also rebuilt the carburetor with the gasket kit. All was relatively easy, and the snow blower now runs like new!
