2. Slide the housing, spring and lock washer onto bolt assuring you have gotten the spring tab into the slot of the bolt.
3. Have the chuck in the raised position and slid the housing with the lock washer in the proper position.
4. Screw the nuts onto the bolt leaving space between the inside nut and the housing.
5. Try the handles raising the chuck and determine if it's the lift you want.
6. If not, turn the housing a quarter turn counter-clockwise tightening the spring and raise the chuck again.
7. If it's the return you want, tighten the outside nut up to the inside nut. They do not have to be tight.
I ordered a v-belt thinking it should be replaced since I have used this drill press for 11 years, but the old belt is perfectly sound, so I will just keep it as a spare.

2. Removed coil spring cassette.
3. Installed new spring cassette.
4. Re-installed lock nut assembly.
Spindle didn't return completely after re-assembly, but this was easily corrected by loosening the lock nuts and rotating the spring cassette thereby tightening the coil. Tightened the lock nuts and all is well.
