First step was to drain the oil, then I removed the engine from the frame. I used an engine hoist to hold the tractor up while I worked underneath. I removed the lower section of the engine allowing access to the camshaft removal. I marked both the cam and crank so timing would not be an issue. I installed the cam using engine assembly lube. I put the engine back together adjusted the valves , installed the engine back on the frame fired it up and all is good.

Briggs V-Twin running on 1 cylinder, will not turn over due to high compression.

Screwdriver, Pliers, Socket set, Wrench Set, Adjustable Wrench

Check rocker arm movement to determine cam condition.
Replace worn out cam (one lobe gone).
Good time to change the seal at this time too.
Carefully adjust the valves "by the book".
Check / clean carburetor very carefully. The idle jets are very small and clogs aren't easily seen.
(took 2 attempts)
Turns over freely now and runs like a top.
