Operator presence cable bad
Removed starter rope cover and loosened two bolts holding engine brake in place and removed it from the engine. I pulled the old cable out of the guides and put the new one in place. The only trick is you have to hold down on the actuator handle to install the brake and that makes it easier to start the bolts. Put it all back together and it started on the second pull.

The wire froze up in the plastic sleeve
Replaced the throttle wire from the handle of the lawnmower to the engine.
