Screwdriver, Phillips head screwdriver.
The inside of the starter assembly was cracked and would not hold the rope in place around the pulley.
1. Removed the starter assembly from the front of the Tamper.
2. Wound the starter pulley all the way up and tried to secure it; discovered crack in the starter pulley.
3. Ordered new started assembly.
4. Reattached the new starter assembly to the front of the Tamper.
