If you are attaching the deck wheels you need this so that you can tighten the wheel on but it still be able to spin. The stop at the end of the threads keeps it from going through the hole on the deck mounting plate. If your hole is wallowed out use a proper size washer to keep this bolt from going through

Lifted the front of the mower and put it on blocks
Remove the blade bolts and removed the old blades
Placed the new blades on the spindle and tightened the blade bolts
Removed the bolt hold the wheel on
Installed the new wheel with the new bolt
