If the cable is broken it will cause the brake to not release even when the lever is pressed. It is a high-quality replacement for a faulty or a missing component that was installed on a new unit. Forward pulley was shredding belts and drive cable was almost worn all the way through. Return spring was stretched out.

For the belt I removed the reverse drive pully and other brackets around the pulleys. To get to the forward drive belt ,also loosen the frame bolts on the frame to allow extra space to remove and install the belts, once installed i just tighten up all the bolts & brackets. The cable simply disconnected from frame,installed cable adjusted and it was ready to start tilling.
