It helps to engage the pinion gear which is an important component that drives the wheel assembly. If the motor runs but the drive wheel is not spinning, a broken or worn washer-clutch may be the reason. To ensure the exact location and the correct application of this item, refer to the appropriate diagrams of your model. Note, one durable plastic washer-clutch is included. You will need a wrench set to remove and resecure the wheel when replacing this hardware.

On the first attempt the clutch washer was not in the correct position relative to the rocking key.
The two recessed areas on the clutch washer look similar but the correct one allows the key to rock into position when the transmission is engaged.
The Toro service manual, available online, explains how the clutch system works and how to test. I used white lithium grease on the installed parts.
Working well now.

2. Went on-line and found exploded drawing of the trans-axle.
3. Amazed to find the missing, damaged, worn out parts for a 25 YO mower and ordered same.
4. Received ALL ordered parts a week later and reassembled the trans-axle.
5. Mower works a good as new.

2. Removed the drive mechanism retaining c-clip on both rear wheels.
3. Removed the drive mechanisms.
4. Replaced the parts listed above and completed the repair on both rear wheels.
Note: Washer-Clutch and Ring-friction are the most common wear problems but, I replaced most everything since the mower was 7-yr old and still running very good.
