Does the starter assembly come fully assembled needing only to install with screws

Hello Mike, thank you for asking. The correct Starter Assembly is 310030003. It includes the plastic housing, starter pulley, recoil spring, plastic grip and the pull rope. Please note, the hardware to secure this starter assembly is sold separately. Good luck with your repair.
