My cheap clearance-sale Hitachi stapler at Lowes was sold as such because it didn't work - turns out the spring hook that holds the ribbon spring, which provides tension for the staple magazine, was missing and that's all.
Had to take the whole staple magazine off & apart and reassemble with it in place, but it wasn't particularly complicated.

Removed roll pin and replaced the lever lock also replaced the spring on the safety while I was working on it
