My first thought without any electrical drawings was, why no power on indication or display.

Grasping at straws, the front panel was removed and electronics covers removed (two screws at the bottom released the cover which was hinged at the top, but the wires wouldn't allow the cover to be pulled out far enough so the elements were unplugged. Three screws were removed from the aluminum cover behind the control panel to gain access to where the wires were connected with push on connectors). The first item removed electrically was what ended up being what I would call an RTD (resistive thermal device). Initially when an ohmmeter was placed on the device, it was open circuited (two wires traveled to the bottom of the front panel and was held in place by a single screw with a plastic round part which split to review the RTD). After the heat shrink tubing was cut away, the device curiously healed itself and showed resistance and when the fingers held the device, the resistance changed rapidly downward (and when reconnected the heater functioned normally). When the device was released, the resistance again increased. Initial tests indicated the connections between the component and wire was not the problem. When a jumper was installed replacing the component, the plug in light lit and the display showed what was probably an error code (no control was available from the push buttons), but this showed the power supply and electronics might be working. The replacement RTD was plugged in and the unit has been operational for about a week now. I was fortunate to locate the failure, I can't explain why I went to that device except to say my experience in the electronics field must have kicked in.
