I have 2 older Penn 209 reels, one handle wouldn\'t turn, the other would free spool out in \"line on\" mode.

I first researched videos and forums on how to disassemble and assemble these reels. This allowed me to pinpoint the bridge assembly and dog needed to be replaced on both. While disassembled I decided to replace the graphite drag washers on one. I used soap and water to clean all parts. I lubricated as suggested in the instructions I found online when I put everything back together. After assembly and testing I decided to replace the dog spring on one, which I also happily found on eReplacementParts.com. With these new parts and a good washing my old Penn 209s look and operate like new.
