It is a genuine item that is supplied by the original equipment manufacturer for use with Ariens lawn mowers. The flange bushing attaches to the caster fork weldment. It is made of plastic and will need to be replaced if it breaks. A socket set may be needed to help replace this part. Keep in mind that this flange is sold individually even though two may be needed for installation.

Cleaned & greased bearing sleeves & mounting bolt
Ground & cleaned mounting frame holes so new parts would fit
Re-assembled all parts but wheel was either too loose or locked & would not pivot
So I loosened it so it would pivot
Then double nutted the end of the pivot bolt.
Works perfectly now!!
