Fortunately, the Husqvarna dealer where I purchased it was only about a 20 minute drive away, so I was able to look at another mower and figure out how it was supposed to attach.

2. threaded bolt thru top washer, pulley idler, belt guide into hole, then put on bottom washer and lock nut.
3. used socket on top nut and wrench on bottom nut (due to clearance).
