Removed old ball bearing and the brake skirt. Using a bearing press I installed the new ball bearing into the bearing cap then replaced the brake skirt. I then put everything back together with the new parts . Sander now works great.

The bearing outer chase lodged in the bearing cap housing, making it impossible to just replace the bearing. Ordered a new bearing and bearing cap. Removed screws from the sander pad head and replaced cap and bearing. Re-installed on shaft. This was a better option than replacing the sander, prevented a $50 sander from going into the trash bin with $8 in parts. I wasn\'t even aware the parts were available until I looked on eReplacementParts.com. Thanks eReplacementParts.com, you are now the first place I visit when something breaks.
