eReplacement Parts had all of the missing parts I needed to put my 14-651 mortise back into 100% complete condition. I had to attach the rack to the fence first, add the rack cover. Then I placed the fence on the base and push the rack into place engaging the gear. Following that all that was needed was to tilt the mortise on its side and install the fence guide nuts and lever handles. I also purchased a new stabilizer. I had to transfer some parts from the old stabilizer and then reattach the new stabilizer to the mortise. Now my mortiser is just like new! The entire repair procedure was very straight forward.
