This is a genuine Toro replacement part that has been sourced from the original manufacturer to be used with walk-behind lawnmowers. The metal plate connects to the front of the mower's deck and is used to mount the wheel's axle. This part is priced as a single item.

removed 3 bolt/nuts holding plate to deck using socket
mounted new plate with old bolts
