3. Removed old capacitor and replaced

Loosened pulley pushed spindle forward put belt on
Put it all back together

Handwheel was cracked, belt was worn and frayed

Loosened set screw, removed hand wheel and replaced with new.
Released belt tension, removed belt and replaced.
Easy fix.
