Removed the housing, unscrewed the clutch and replaced with the new parts. reassembled and tested.

Failed to steer properly, and could barely move in forward or reverse

Side panel sheet metal and the fuel tank must be removed to access the steering shaft and bearing. (my fuel line was long enough to allow for the fuel tank to be rested on the engine so I did not drain the fuel)
Remove two retaining bolts from the bearing and slide the steering shaft upward so you can see the retaining snap ring.
