I remove the old pivot bracken and replaced it with the new one. Then I bolted on the wheel with the new shoulder bolt.

Remove the bolt and washer from the wheel a]n remove the wheel
Remove the bolt and washer from behind the wheel
Place the new plate and replace the bolt and washer
Then slide the wheel on and install the wheel washer and bolt
