This is an authentic OEM component from Penn. The drag washer is made for use with many spinning reels, and is sold individually. This item is fitted in the spool assembly with other drag washers, securing the spool shaft assembly. You will need a screwdriver and pliers for the installation.
Printed off a copy of the reel schematic to observe the proper sequence of washers. Popped out the retaining ring. Removed the incorrect washers. Bought the reel second hand and found some parts were missing
Removed the spool screw/drag nut read the Schematics on your website and put the the drag washer in place where needed
