This is an authentic DeWALT replacement part, sourced directly from the manufacturer. The collet is found in a laminate trimmer, and is used to clamp the bit in place. This is a metal part, and is sold individually. To replace this part, you will need a wrench to loosen the collet nut, and then the collet should be simply to remove. You may also need a screwdriver to reach the part for replacement.
