1. Removed 2 Allen head screws, old plastic skid and lock nut, spring, washers, old fence.

my error. fence was sitting on chop saw. I cut through a piece of wood and 3/4 way through the fence. It cut the rod also.
1. Removed the old cut rod and its parts from the old fence.
2. Removed the lock nut, washers, spring and end cam from the old rod.
3. Installed good parts from the old rod to the new one.
4. Positioned the new rod through the fence.
5. Installed the lock nut on the end of the new rod.
