I removed both wheels from the axles, removed/slid off the worn axle bushings, slid on the new axle bushings, and installed the wheels.
I installed new drive and thrower belts.

would not move forward of back because of no contact in the friction drive due to bearing play and the friction pulley

The belt cover was warn out, the flat idler bearing was noisy. The flange bushing and hex flange bearing was worn out. The adapter-pully was broken.

I disassembled the warn and broken parts and replaced them with the new parts. Everything went back together very nicely. I definitely needed to pay attention to how things came apart, so I got each part back together in the right place and the right direction.
