After studied the construction of replacement bag, I learned how to open the old one which was very tight to figure out how it was clamped to sander case.
1. Remove/open bag to clean up dust;
2. Push out the spring retainer;
3. Twist & clamp the bag holder \"hanger\" to enlarge the rim to get it out of track around openi

4. Apply similar method to enlarge opening of new bag and snap it into track around opening of sander case.
5. Push retaining spring back to position.
6. Close bag.

2. Removed screws two of them on wear plate

Removed what was left of the old cork pad, installed new cork pad then the metal plate tightened two screws. Installed new dust bag and it all worked great.
