Easy repair
The part was in great condition and arrived quickly. It installed easily. Unfortunately, the mower caught fire a short while later, ( unrelated issue) and the whole thing was for naught.

Easy Repair - Did the job
I breathed some new life into my 2004 Toro Recycler mower by replacing this part (self-propel actuating cable). So far, so good. Thanks!

Adjusted the cable tension by moving the cable metal sheet back and forth through the retainer until the right amount of tension was achieved. The cable should not be too tight when handle is fully engaged.
A very easy replacement. Looked to see how the old cable was installed. And then was able to install the new cable. At first I thought the cable was too long, but when I took the slack away from the upper connection and added a couple slip ties lower on the handle to keep the slack from the upper end I have had no problem since.

Both cables were old and about to break so I replaced them before it happened.
Removed the old cable
Hooked the spring end of cable near the wheel
Connected cable to the handle
Seemed like the replacement cable was too long, but found YouTube video which made me realize I didn\'t connect the cable to the handle with enough slack
