Remove the bolt from the center of the wheel , then remove it. Then put the new wheel on the shaft and tighten it down with the bolt. Easy.

Bearings wore out, needed a new wheel

Removed all of the parts from the wheel to the ball bearing
Replaced the ball bearing and the retainer bearing
Replace all of the rest of the parts and tightened the new wheel on with the bolt

I removed the broken lawnmower wheel. It took about 10 minutes to remove the bolts/nuts/washers.
I installed the new wheel in about 10 minutes with the hardware I removed. No issues and the wheel works great!

Remove the shoulder bolts from the axle. and slide the old wheels off. Clean the axle and slide the new wheels on and tighten the should bolt.
