Not sure how to fix it and no one seems to be able to help me

Basically, I cannot put fuel in the tank. It leaks out of the primer bulb and flows into the cylinder......like the needle valve isn't stopping flow. I looked at a parts breakdown diagram, it appears there's a little seal that goes in there, that the needle seats into....but it's not in the overhaul kit. I conclude in that I'm missing something.....Help? Its cheaper for me to throw it away and buy a 25 dollar push mower off the side of the road.

The float in the carburetor was not working

One took off the carburetor to take carburetor apart replace the needle and the gaskets put back on started mower up
