I bent a hook on a small wire to reach into the fuel tank to snag the fuel line. Pulled the fuel line out of the tank, with the filter on end.
Took the old filter off, put the new one on, put the filter into fuel tank. Started up chainsaw, problem was solved

Reach down as far as you can to snag the fuel line, the filter is in the bottom of fuel tank

Removed the starter side housing, removed the in-tank feed through retaining screw. removed the feed through by gently twisting and prying on the flange. Being careful not to break the 50 year old plastic part. after removing the assembly, clean out the remains of the old in tank hose and strainer. remove the outer fuel line from the carb uretor. Then re-installed the new parts. make sure you replace the 2 o-rings on the feed through. also lubricate the o-rings with a bit of oil to make it easier to install back into the tank.

Hope this helps, not good at writing instructions, but I tried :-)
