This is one of the seals for the retainer, over time these rubber items tend to shrink and crack eventually requiring replacement. Note, when replacing this seal it is good time to check on condition of other o-rings and seals as well to maintain top performance. This durable rubber seal is sold individually, replacing this item you will need a hex key also known as an allen wrench.

It had a seal that dried out and I replaced the seals, put it in shape like a new one

Removed the four screws from the top cap of the stapler, took the top, then out pulled the plunger, replaced the seals put oil on them so they would go on easy then put it back together, plug air up and works like a charm it was simple. You should not have a problem just pay attention.
