?This is a genuine OEM sourced replacement part. It is designed for use with lawn and garden engines. It is an important part of the starter assembly that is used to crank start the unit. Please note shroud/housing, starter pulley, starter spring, grip, the pull rope and the hardware are all sold separately. This pawl plate is made out of plastic and it is sold individually. To complete this repair you would need a wrench.

2) Removed broken pawls, friction plate and pulley.
3) Installed new pulley, note: be very careful indexing the spring tip into the housing.

The ratchet pawl and friction plate were damaged.

It appears that the two ratchet pawls had some wear on them. Trying to start the pressure washer would act as if the rope broke.
