This is a genuine Briggs and Stratton part for use with Lawn and Garden Equipment Engines. The carburetor needle valve seat gasket makes a seal between the needle valve and the base of the carburetor. This part is sold individually. The most common reason for replacing a gasket is if the carburetor is leaking fuel. The tool that you will need to replace the seal gasket is a 10mm socket.
