Ordered Delta part 1310084 return spring assembly. Ryobi does not have this part anymore. It worked perfectly. Took the nuts off the handle shaft and slid the flat center of spring in the slot of shaft and replace nuts but not tight. Then turned the out spring cover until the drill chuck shaft was lifted all the way up. Then tighten the nuts just enough so the shaft recoiled up smoothly.

1. The two nuts had been removed from the slotted bolt to slide off the housing, spring & lock washer to discover the spring had broken.
2. Slide the housing, spring and lock washer onto bolt assuring you have gotten the spring tab into the slot of the bolt.
3. Have the chuck in the raised position and slid the housing with t he lock washer in the proper position.
4. Screw the nuts onto the bolt leaving space between the inside nut and the housing.
5. Try the handles raising the chuck and determine if it\'s the lift you want.
6. If not, turn the housing a quarter turn counter-clockwise tightening the spring and raise the chuck again.
7. If it\'s the return you want, tighten the outside nut up to the inside nut. They do not have to be tight.
I ordered a v-belt thinking it should be replaced since I have used this drill press for 11 years, but the old belt is perfectly sound, so I will just keep it as a spare.
