Removed lower housing from the upper. Replaced entire assy.
Just some info though. The assy does not come with the starter cord and handle like it shows in the diagram. I was able to just cut my old one And use it. But if you are buying this as an easy way to replace a broken pull cord it will not work.

1. removed blower cover
2. removed impeller and scroll housing assembly
3. removed lower engine housing
4. removed starter rope from old assembly feed it into new starter pulley
set tension on new pulley and slowly released pulley to wind starter rope into
lower engine housing reassembled scroll housing assembly, impeller and blower cover
worked great
