This is a genuine replacement part used in compatible lawn tractors and ride mowers made by Husqvarna, Ryobi, Poulan, and Weed Eater. The shoulder bolt attaches to the half spoked gauge wheel and the gauge wheel bracket. It is made out of metal will need to be replaced if it becomes broken or stripped. While replacing this part a wrench may be needed. This bolt is sold as an individual replacement part though many bolts might be required.
