The process was easy. Unzipped the outer bag and removed the paper bag. The broken paper bag holder was no longer installed which allowed the vacuumed dirt to enter the cloth bag with no containment to the paper bag, hence the problem. Read more design (Oreck design) is a little difficult to open to remove and replace the paper bag. I did have to remove the hinged portion of the paper bag holder so the part could be placed around the exit chute of the vacuum but was very easy to remove and put back on. It was a simple task and now works as it should.
