Took off the cover on bottom of sweeper, that covers the brush agitator. Removed belts by hand and replaced both with new belts. Also you tube has video of procedure. It takes a little time and effort too stretch flat belt over the wheel but it goes on after a bit of stretching and elbow grease.

I found videos on Youtube that showed exactly what I needed to do to replace the actuator arm. I simply followed those instructions. The 2 belts on the vacuum were not broken but I decided to replace them also since they were about 10 years old, new belts were inexpensive, and I had to remove the old ones anyway to get to the actuator arm . The repair is actually pretty simple but it took me about an hour because I was being extra careful not to do extra damage to the vacuum cleaner. I highly recommend searching Youtube for repairs of this nature.
