This is an authentic Troy-Bilt replacement part, sourced from the original manufacturer for use with trimmer parts. The special rear cover is the complete recoil starting assembly and includes the pulley, spring, and starter rope. This item is available as an individual replacement part.
1. Removed the failing rear cover/starter assembly.
2. Clean any loose filings or plastic pieces from the area.
3. Determine whether the pawl assembly has been damaged/worn.
4. Reassemble the trimmer with the new pawl (as necessary) and the new rear cover/starter assembly.

Trimmer starter rope locked up because the plastic starter pawl broke
I removed the starter rope assembly. removed the nut holding the pawls on.
Replaced the pawls reinstalled nut and replaced starter rope assembly.
Checked for proper operating and the trimmer worked great.
