The vice grips would not stay on the bolt head so I filed two sides of it parallel and the vice grips held but I could not break the bolt loose. I decided to try the electric drill. The bolt was a left hand thread and the torque of the drill applied with much pressure eventually loosed the bolt. I installed the new blade and the new bolt
