The switch and breaker were bad so they were replaced with success. The handwheel needed a replacement cap bolt

Pliers, Screw drivers, Wrench (Adjustable)
Remove the switch box from inside of the cabinet, press the tabs on top and bottom of the switch and pull out of the housing. Take the wire lead from the old switch and place them on the same terminal on the new switch. Do the same with the circuit breaker. I also replaced the lost nut on the handwheel.
