Rather than take the whole table saw apart, I made a hole in the side of the saw body, right in line with the end of the motor. The saw body was plastic and was already partially open in the motor area. With a hole big enough to get my hand through, I removed three screws and the cover from the end of the motor. After that the brushes can be easily replaced.

1 cut side panel with saber saw to have excess to the end of the motor where the brushes are located. 2. Unscrew cover and pull away. 3. Pull out brush bracket and replace brush into the same position. 4. Replace cover. But the brushes were not the problem.
