Read instructions in the Toro manual which said to fit one side over the pattern in the blower and then to push it in while flexing the housing.

The housing didn\'t flex. It needed about 3/4-inch more space. Neighbor helped - he began forcing it in and then with a strong screwdriver and a hammer we managed to turn the housing part enough that the rotor finally snapped over it. Very strange design and misleading Toro instructions.
