This item is a genuine Porter Cable replacement part and has been sourced from the original manufacturer to be used with drywall sanders. The plastic hose is used to ling the hose adapter to the longer hose to collect dust to reduce the amount of drywall dust in the air. This item is available as an individual replacement part.
Remove hose clamps by lightly prying with screwdriver
Replace hose and reuse clamps
Remove housing screws
Remove two screws that hold brushes
Remove one screw that holds brush and replace brush put screw back in then two that hold the brush housing
Repeat for other brush
Put screws back in housing

The vacuum hose on the head of the sander had a hole
I removed the old clamps on both ends of the hose ,then removed the old hose . I attached the new hose on both ends ,then attached the clamps to the ends of the hose
