This is a plug cover for the spark plug on your backpack blower. It protects the spark plug by shielding it from debris and exposure to the outer elements. If you notice it has worn or is damaged, it will need to be replaced. You'll find it attached to the engine cover over top of the spark plug. To open the plug, lift it and make a half turn of it. To close the plug cover, make a half turn and press around the dented part. This part is a genuine replacement part and is sold individually.
