Klipring was missing and bushings were worn allowing pulley assembly to drop and bind keeping drive belt form engagement.

Removed pulleys form the assembly. Then replaced the old bushings with new ones. Replaced pulleys and installed the missing washer and klipring. All things held in proper location with no play.
